Hope you have used "Number of elements in uniform curvature" option in Fillet mesh control on non uniform fillet faces. This option should be used only on the fillets with uniform radius. In case of varying radius fillets, please use "Geometry Approximation" option to avoid unwanted tiny elements in fillets.

If you look at corner stress data instead of centroidal stress data, you will likely find the results are much closer.

In dynamic analysis when the geometry is borderline between the classification of 2-D and 3-D geometry, 2-D shell elements are preferred over 3-D. This is because shell elements being less stiffer captures the mode shapes accurately and with a fewer number of nodes and elements.
Also, in FEA the result depends on element type and mesh refinement of the model. Thus you are getting variation in stress values.

1. You can get frequency value from simulation label, use: poIResultCtrl GetSimulationLabel, then do some string operation to get the frequency value.

Hi, I am working on DOE of a component in Hypermesh/Optistruct for natural frequency and stiffness (calculated based on nodal displacements). I have developed Tcl code for Automated design changes in Hypermesh which I execute every time for each iteration after changing some values but I need to manually note down responses (Result) in Hyperview. I need a TCL script for Hyperview which after pasting in command window would append to doe.csv or excel: frequency for mode 7, 8 and 9 for subcase 1; and nodal displacements for specific nodes (eg. 30778,7489,76923,77540) for subcase 2, maximum displacement for subcase 3 and subcase 4 in each row. @Livil Lyle

As mentioned above its a CFD mesh.(Octree hex mesh)
Octree approach is useful when you have a very poor cad and tricky surfaces. Use this approach when you do not want to spend more time cleaning cad model. On the other hand, advancing front requires less user input to generate a good mesh, but it does require good quality CAD surfaces and tricky surfaces sometimes don't mesh. You can refer wiki on how the Octree algorithm works.
The Octree based tet meshing introduced in version 13.0 is a faster and high quality alternative to the proven advancing front meshing algorithm, and can be used with more than just CFD applications. And due to the logic behind this scheme it provides a very nice BL transition.
It can be accessed through the 3D page tetramesh or CFD tetramesh panel Tetramesh parameters option. Please refer snapshot below:

There is no automatic option available to achieve variable radius in Hypermesh. You can create fillet from edges .
In Simlab also you can change fillet for constant radius.
